TVもゲームも、別にそれ自体は悪いものだとは思わないです。
自分自身の子供の時から、それらはありましたし今もゲーム好きです。
子供だって、内容によって、悪影響も好影響も同じように受けるでしょう。
しかし、最も問題なのは、未発達な子供にとっては、それ以外のことに魅力を感じにくくなってしまうことです。
刺激が大きく、限定的なリアクションのみでその刺激が継続して得られるのは、子供にとっては魅力的すぎるんです。
それらに時間を食われることでそれ以外のことが出来なくなることが最大の問題です。

幼児〜小児期は、自分以外のものと、自分自身について非常に多くのことを学ぶ時期です。
風呂場の雫、紙の折り目、小鳥の鳴き声、木目の模様、外の光の変化、風の音、クレヨンの味。そうした微妙な変化や、面白さに気づくことができなくなります。
大きすぎる刺激を制限しないと、それが魅力的すぎるゆえにそれらを体験・体感する機会が失われます。魅力を感じないから。

友達の家に行っても、DSがないと何も遊べず「つまんない」という子供をたくさんみましたが、大抵は無制限に遊ばせてる家庭の子供です。
TVやゲームをネットやケータイに置き換えても、実は同じことが言えます。
ネットやケータイが幼児にも使えるようになると、問題が顕在化するでしょう。
